Background 

Dating back to 2006, the City of Somerville (“City”) has actively engaged the community regarding a hotel project in Davis Square. In 2007, Pinnacle Group’s Hotel Demand Study determined that Davis Square could support a boutique style hotel.

On August 28, 2008, the City’s Board of Aldermen authorized the disposition of three city-owned parcels by Order #184669 (Grove Street lot, Buena Vista Lot and the Day/Herbert Street Lot) for a hotel and parking garage project. Later in 2008, the City, acting through its Purchasing Department, invited development teams to submit a Statement of Qualifications for the development of a hotel and parking garage open to hotel guests and the general public on any combination of these three city-owned parcels in Davis Square. Ultimately, the unsteady economy of the time put an end to this process.

The economy has since shown signs of stability and even steady improvement in this area. In 2011, an extensive community process resulted in the Somerville Comprehensive Plan being adopted in 2012, which identified the continuing need to encourage the growth of the hospitality industry in Davis Square.

On October 11, 2012, the Board of Alderman again authorized the disposition of the Day Street/Herbert Street city-owned parking lot in Davis Square for a hotel use by Board of Aldermen Order # 193586.  In December 2012, the City, acting through its Purchasing Department, invited proposals from qualified applicants for the development of a hotel in Davis Square at the municipally-owned property currently known as the Day Street/Herbert Street Public Parking Lot.

RFP 13-53 Process

The Davis Square Hotel Technical Advisory Committee shall provide the Mayor with a written report evaluating all proposals. Upon review of the report, the Mayor will select one development team who best demonstrates the ability and commitment to producing a successful hotel project (“Project”). The Mayor shall submit his selection of a “Preferred Developer” to the Board of Aldermen for approval.

 

Davis Square Hotel Technical Advisory Committee

The Davis Square Hotel Technical Advisory Committee’s role is to make recommendations to the Mayor, of the preferred development team or teams, solely based on the responsiveness of each proposal to the RFP requirements, using  the criteria set forth in the Evaluation Form provided.

PLEASE NOTE: When reviewing these proposals, be aware that they are considered as an initial and preliminary vision of what a future hotel project proposal might be for Davis Square at the Day Street/Herbert Street parking lot. Design, methods, materials and timing and all other elements included within each proposal are entirely subject to change. If a “Preferred Development Team” is identified and selected, the next iteration of their proposal would be subject to extensive community process to include community meetings, staff meetings and recommendations and appropriate planning and zoning processes.
