The Construction Procurement Manager is a dynamic, team-oriented position responsible for key functions of the City of Somerville’s procurement process across all municipal departments, with strong emphasis on Public Works, Water & Sewer, and Fleet as well as Engineering, Capital Projects, Public Safety and Parks & Recreation.

The City seeks a hands-on procurement and contracting professional with excellent interpersonal and organizational skills to support the competitive and compliant sourcing of supplies, services, materials and equipment.  As an integral member of the six-person Purchasing Department, the Construction Procurement Manager works with department-level managers to engage in cost effective, value-driven purchasing procedures.  Daily work involves soup-to-nuts procurement and contract management, including: scope of work/specifications development; bid preparation, distribution and oversight; coordination of pre-bid conferences; opening of sealed bids and online posting of results; evaluation and tabulation of bids and proposals; issuance of contract awards; negotiation of contracts; review and preparation of compliant change orders and amendments; robust maintenance of procurement files.

Responsibilities include but are not limited to:

  • Serves as procurement advisor to City departments seeking: construction services and materials; fleet vehicles; professional services and supplies. 
  • Assists municipal departments in: analysis of product and service needs; development of generic/brand-neutral specifications; identification of cost-saving opportunities and strategies for attracting competitive bids.
  • Conducts market research as needed for development of purchase descriptions and specifications.
  • Ensures that City departments document vendor performance.
  • Researches, maintains and communicates current availability and appropriateness of various collaborative contracts, e.g. statewide contracts and contracts procured by other public entities or consortia. 
  • Maintains professionally appropriate relationships with contractors and vendors to ensure equal access to bids and opportunities, and to facilitate negotiation of contracts and change orders.
  • Proactively controls for compliance with applicable contract thresholds and allowable purchases in conjunction with department-level financial managers, project managers and Auditing Department.
Requirements:

Qualifications:

  • Bachelor’s degree and five (5) years experience, or any combination of education and experience which would confer required knowledge, skills and abilities.   Master’s degree in business administration, construction administration/management, public policy or related field preferred. 
  • Superior interpersonal skills and customer-oriented demeanor.
  • Excellent problem solving abilities and experience with complex transactions requiring minimal supervision.
  • Massachusetts Certified Public Purchasing Official (MCPPO) certification within six (6) months of hire, or as approved by Purchasing Director; MCPPO certification at time of hire preferred.
  • Proficiency in all contemporary MS Office applications, including Excel, Word, Outlook.

Desired Experience:

  • Familiarity with CommBuys and working with statewide contracts and other cooperative and collaborative purchasing.
  • At least three (3) years of experience in procurement related role or equivalent.
  • MUNIS or related financial software.
  • Ability to read and understand construction plans.

Hours:
Full Time. Mon-Wed 8:30am-4:30pm, Thurs 8:30am – 7:30pm, Fri 8:30am – 12 noon
Salary:
$61,800.00 per year; paid weekly at $1,188.46 plus benefits.
