Personnel

The Personnel Department provides a wide range of internal services to the various City departments. These services include administering personnel systems and programs to include: providing human resource systems, services, and expert assistance to department heads and employees so that the City’s diverse workforce is managed and compensated fairly, well-trained, supported to resolve disputes effectively, and deployed to accomplish the City’s business goals in a cost-effective manner; providing professional labor relations services, including contract negotiations within seven unions, so that the City’s labor relations environment is effective, efficient, respectful, and fair, thereby enhancing the City’s ability to deliver quality public services; recruitment and selection; classification and compensation; maintenance of job descriptions; administration of wage and benefit packages (including School Department health benefits, workers’ compensation and retiree health benefits); State Civil Service systems to include Labor Service and Official Service; maintenance of personnel records/systems; employee relations; employee assistance program; gathering, interpreting and preparing data for studies, recommendations and reporting compliance with local, state and federal employment-related laws; implementation of policies and procedures for compliance with local, state and federal employment-related laws; equal employment opportunity and affirmative action compliance; unemployment compensation; and assisting department directors in dealing with employee and organizational issues.
