About the Housing Rehabilitation Program

This program is designed to provide an incentive for property owners to improve the existing housing stock and to create and maintain affordable homeownership and rental units. Funding is offered in the form of 0% interest, deferred payment loans, payable when the property is sold or transferred. The program can assist property owners with a wide range of repairs & improvements, both on the interior and exterior of properties that at completion meet or exceed HUD's Housing Quality Standards. The Housing Division strongly encourages incorporating "Green Building Designs" and applying "Universal Design" elements to the properties where practical.

The City offers 0% interest, deferred payment loans to Somerville property owners of up to $25,000 per unit without lead abatement and $35,000 with lead abatement. These loans can cover a wide range of repairs and improvements. Common repairs and improvements can include, but are not limited to:

  • Kitchen and bathroom repairs
  • Roofs, siding, and painting
  • Plumbing
  • Electrical
  • Floors
  • Windows
  • Preservation of exterior historic detail

The City also offers a 0% interest, 3-year forgivable loan of up to $4,500 to homeowners wanting to replace old or inefficient heating systems. If the heating system for the tenant’s unit needs replacement, it may be included under the Rehabilitation Program.
